Ahad Hanahmed Dzanahmedov, the Vice President and Chief Scientific Secretary of Engineering Academy of Azerbaijan was authorized to lead the meeting.

The Chairman of Mandate Commission and Vice President of Russian Academy of Science Andrei Konstantinovich Shreiber reported that the number of participants including those acting on the Letter of Attorney presenting national academies, branches and divisions of IAE (Engineering Academy of Azerbaijan, Engineering Academy of Armenia, Engineering Academy of Kyrgyz Republic, National Engineering Academy of the Republic of Kazakhstan, Engineering Academy of Tajikistan Republic, Russian Engineering Academy, IAE Chapter in Slovenia, IAE Chapter in Central Europe, IAE Representative Office in Belarus etc.) is sufficient to provide the quorum for evaluation of IAE performance in 2011-2015 and election of the President, Presidents Council, Presidium of the Presidents Council, Review Committee and new members of International Engineering Academy.

President of International Engineering Academy Boris Vladimirovich Gusev made a summary report on the results of performance in 2011-2015.

President of International Experts and Laboratories Council on construction materials, systems and constructions testing (RILEM) Johan Vyncke reported on founding of Regional Group of RILEM in Eastern Europe and Central Asia.

Munim Abdusamadov, Vice President of Engineering Academy of Tajikistan Republic presented information on candidates for President, Presidents’ Council and Presidium of Presidents’ Council of IEA Election. Audience agreed to include suggested candidates to the bulletin for the secret election.

Deputy Chairman of the Election Commission, President of IEA Boris Vladimirovich  Gusev revealed the details of Commission performance on new RAE members election. He has noted the following candidates’ statistics: heads of production – 9 people, leading technical-engineering executives – 11 people, professional education organizers – 8 people, academic teaching personnel – 11 people, over 90% of the total amount of elected have a scientific degree. Above information states grate scientific and creative potential of the candidates. Only 4 women are among the candidates which is obviously not sufficient.

Acting for Chief Scientific Secretary of Academy Leonid Alekseevich Ivanov presented details on candidates for full and associate members of IAE. Audience agreed to include suggested candidates to the bulletin for the secret election.

According to the Statute of International Engineering Academy basing on the results of the secret election the following were elected:

Organizing Committee under the direction of Authorized Official of International Experts and laboratories Council RILEM in Eastern Europe and Central Asia Vyacheslav Ruvimovish Falikman hold an constituent meeting of Regional Group of RILEM devoted to the preparing of the documents needed for election.

Members of the General Meeting during the open voting elected the Chairman and Members of Review Commission, Presidium and Office of Regional Group of RILEM, and also agreed on main documents of Regional Group of RILEM.

Vice President of IAE Igor Nicolaevich Ponomarev presented the project of solution to the Members of General Meeting. Delegates suggested to take the project as a base and recommended a list of comments and additions.
